Major Functions
The Protected Areas and Law Enforcement Technical Advisor’s (TA) major function is to provide technical advice to relevant partners in the DTL, especially Union Government Forest Department (FD), and KNU Forest Department (KFD). The TA is the key person to provide and/or coordinate basic field ranger training for existing and new protected area rangers (e.g. Wildlife Protection Units (WPUs) or Park/Forest Rangers), and to support FD and KFD develop and implement PA and LE management plans and strategies. The TA will also support the training and operational capacity of elephant anti-poaching units in Ayeyarwady and Bago regions, as well as the Illegal Wildlife Trade (IWT) team with initiatives to support mobile enforcement teams and illegal market closures. The TA will also play a supporting role in initiatives to design and implement a national programme for ranger professionalisation in Myanmar, including the establishment of a national Wildlife Ranger College.
Key responsibilities:
· Provide field support to the WPUs of KNU Forest Department, and Park/Forest Rangers of the Union Forest Department, through direct training, coaching, monitoring, and other forms of capacity building, including: a) design and delivering basic ranger training programme as required; and b) advise and support WPU team leaders in law enforcement planning, use of monitoring and planning tools (SMART), patrol preparation and execution, and reporting;
· Build capacity of KFD/FD leaders on effective and efficient use of SMART data to improve management of Protected Areas;
· Ensure that enforcement standards are met through on-the-ground evaluation of KFD and FD partrol activities, compliance to monthly patrol plans and reporting, and compliance to minimum enforcement standards (incl. COPS, a regional WWF-developed standard);
· Provide analysis of management and enforcement activities on a six-monthly and annual basis and provide strategic advise to WWF, KFD, FD and other relevant WWF partners.
· Support and advise the DTL’s Forest team in ensuring that the community forestry work is contributing to improved law enforcement and resulting in reduced forest and wildlife law violations;
· Work in close coordination with the relevant communication staff of WWF Myanmar to communicate issues and achievements of the project to defined target audiences.
· Maintain an awareness of WPU feedback and identify areas that may need development or improvement and discuss this with WWF and its partners (KFD, FD, and other conservation NGOs).
· Coordinate with other conservation NGOs to streamline training and information sharing.
Required Qualifications
1.Education
· Bachelors and/or Masters degree in natural resources management, conservation, or environmental or conservation management, and/or relevant law enforcement-related technical qualifications
· Qualification in Project Management
2.Knowledge
· Knowledge of conservation and law enforcement issues in Greater Mekong region especially in Myanmar and Thailand;
· Understanding of policy and regulations in related fields in Myanmar;
· Knowledge of relevant planning tools (SMART, minimum Law Enforcement Standards)
· Knowledge of human rights related policies and issues in Myanmar
· Knowledge of the policy/institutional context related to conservation and the government agencies, development partners, donor institutions, and the not-for-profit sector in the landscape
· Excellent understanding of development partnerships, fund-raising, donor strategies, functions, governmental and international relations
3.Experience
· Minimum 5-7 years of practical experience in conservation area management and law enforcement, preferably 2 years of which should have been in Myanmar and/or SE Asia;
· Experience of working with government line agency staff and other organizations in an advisory and or training role
· Willingness to spend significant time in remote locations in challenging weather conditions when conducting field activities
· Experience of working in multi-cultural environment and international organisations
