Mekong for the Future is a three year project that will support natural resources governance and transparency across the Greater Mekong through strengthening civil society's ability to engage in natural resource governance and improving their access to, and understanding of, environmental data from public and private sources. The project will strengthen the ability of civil society organizations in the region to coordinate their activities, improve their ability to advocate for and monitor environmental policies, increase transparency and improve their use of environmental data. The Project will work through the WWF offices across all five Greater Mekong Countries (Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam)
MAJOR FUNCTIONS: The Data and Transparency Specialist will be an expert in the use of data to inform decision-making and advocacy campaigns. They will have experience working with government and other institutions and platforms that house environmental data, to make that data accessible to more users. They will also have knowledge and experience with data analysis techniques that may be used by civil society, media, and other actors to turn that data into action. They will lead on one of the Intermediate Results in the project activity, related to use and analysis of data and linking citizen monitoring to existing datasets and platforms.
ROLE PURPOSE:
Specifically, the Data and Transparency Specialist (DTS) will be responsible for the following areas:
- Leadership and management of the intermediate result 3 of the project;
- Relevant results are delivered and performance targets are met;
- Capacity on data and transparency within WWF, partners and project beneficiaries is built;
- Sub-grants to the sub-recipients are well managed;
- WWF as the Principal Recipient (PR) performs as an excellent partner with other stakeholders in the Greater Mekong region, including Civil Society Organisations, local non-governmental organizations, community-based organizations, coalitions, platforms, networks of CSOs, and USAID.
- The program contributes its learning and expertise to support other Country Office programs.
Major Duties and Responsibilities:
Leadership and Technical Guidance (40%)
- Lead on the regional implementation of the project intermediate result 3 “Data access and transparency”.
- Coordinate the project teams in the five countries on the national implementation of intermediate result 3.
- Work together with the Civil Society Specialist to train and coach Civil Society Organizations.
- Provide strategic direction and guidance to the country teams for improving data access and transparency.
- Provide technical assistance and guidance to the country teams for improving data access and transparency.
- Review relevant technical documentation and provide feedbacks
- Manage consultants for the implementation of the project, as needed
- Coordinate training and workshops and prepare or review training materials, as needed
- Develop and implement data analysis and reports
- Support the Chief of Party and other team or organizational members, as needed.
Contractual Compliance and Financial and Grant Management (15%)
- Prepare and manage grants related to intermediate result 3
- Monitor the implementation and liaise with partners of relevant grants
- Representation, Networking, and Partnerships (25%)
- Represent the project and WWF in relevant meetings, training and workshops
- Develop cooperation and partnerships with other organizations in South East Asia active in data and advocacy, including NGOs, INGOs, think tanks, research institutions and academia
- Develop and implement multi-partner activities and initiatives under the goal of the project
Staff Management and Development (10%)
- Coach key staff in country teams and support their professional development
- Supervise key staff and their deliverables in country teams
- Develop technical knowledge and skills in country teams
Program Documentation, Monitoring, Learning, and Research (10%)
- Manage documentation, data and information to ensure compliance with WWF and USAID project management standards
- Prepare or support the preparation of of technical progress reports
- Collaborate with the regional M&E team to adequate monitor and evaluate the relevant project activities and results
- Develop and manage relevant pieces of research
Profile:
QUALIFICATION
- Master Degree in highly quantitative subjects including economics, development, statistics, environmental sciences or similar.
- Education and experience covering more than one of the aforementioned subjects is an advantage.
EXPERIENCE AND SKILLS
- Minimum 7 years’ experience in development, conservation or environmental management programmes, ideally with a strong advocacy and/or data driven approach.
- At least 5 years of experience in South East Asia.
- At least 5 years of experience in data collection and analysis, regardless of theme
- Understanding main data collection and analysis methodologies, potential biases and main uses
- In deep understanding of the role of data and information and related challenges in environmental management and development.
- Good understanding of socio-economic and environmental issues in the Greater Mekong sub-region.
- Good understanding of natural resources governance issues in the Greater Mekong sub-region.
- Strong communication skills, fluency in written and verbal English. Another Asian language would be an advantage.
- Proven ability to develop and communicate a common vision among diverse partners, and the ability to lead multi-sector and multi-disciplinary teams.
- Ability to operate, train, coach and lead in a multicultural environment.
