Overview
World Wildlife Fund (WWF), one of the world’s leading conservation organization, seeks a Program Officer (PO) for the WWF Global Environmental Facility (GEF) Project Agency. Under the supervision of the WWF GEF Agency Director, the PO (i) supports the Director on portfolio management and efficiency, (ii) implements project processing with the team of WWF GEF Project Managers, and (iii) implements dedicated project development.
Responsibilities
- Portfolio Management: Manages portfolio tracking and keeps team updated; Manages the WWF GEF website (uploads project documents and news); Manages portfolio level reporting to the GEF and internally; Facilitates project level reporting to the GEF and internally; Tracks deadlines for the team;
- Project Processing: Leads development and issuance of project-related grants and contracts (e.g. concept development grants, consultant contracts); Uploads project documents to the GEF Portal; Advertises consultant positions; Reviews project proposals (PIFs) and project plans (ProDocs) and may provide editorial assistance; develops and updates agency templates;
- Project Management: Works with WWF GEF Project Managers in the development or supervision of 2-3 projects. Under guidance of the relevant Project Manager, the PO will: coordinate project teams; train/build capacity in project teams; prepare, finalize and advertise consultant TORs; prepare and finalize mission TORs and Back to Office Reports; Research technical topics to support project development; Track project related deadlines; Prepare and finalize lessons learned reports based on other GEF project mid-term/terminal evaluations; Organizes internal and external peer reviews and synthesizes the results; Assists in drafting project proposal (Project Identification Form - PIF), plans (ProDoc) and supervision reports; Assists the Project Manager and team to respond to internal and GEF Sec project reviews; Ensures client compliance with Grant Agreements for projects in implementation; Reviews client reports for projects in implementation; May supervise consultants; and attend in-country missions as required.
- GEF knowledge: Keeps abreast of policy, strategy and issues in the Global Environment Facility and in WWF GEF operations.
Performs other duties as assigned.
Qualifications
A Bachelor’s degree in Environment, International Policy, or related is required
Must have at least 4 years of experience in program management, biodiversity conservation, or natural resources management
An understanding of international conservation issues is preferred
Demonstrated knowledge of project development and supervision, ideally in the sector of international multilateral and bilateral environment development aid is preferred
Good understanding of the global environmental institutional architecture and associated financial mechanisms a plus
Must have a highly efficient and productive work style
Must have excellent attention to detail
Excellent research, analytical and writing skills are required
Must be able to operate with independence, under pressure, to meet deadlines and commitments
Ability to work on initiatives with multiple and competing priorities
Good interpersonal skills
The ability to work effectively as a team member with a wide range of individuals, across cultures and time zones is required
Must be willing and able to travel up to 20% of the time
Fluency in French or Spanish is an advantage
