Objective and Expected Outcomes of the Civil Society Context and GESI analysis
The Civil society context analysis and GESI analysis aim to identify (i) overall picture of CSOs working on Natural Resources Management (NRM), their experience, strengths, the issues in NRM they are addressing, and their needs for support; (ii) gender gaps and social issues, CSOs’ experience & capacity in integrating gender equality and female empowerment in their programs.
Expected Outcomes & Key Contents for the Consultancy
Policy and advocacy coalition activities on infrastructure will be the focus during the preliminary assessment stage. This analysis will help develop identify the social space for CSOs and other stakeholders to discuss transparency and governance issues on natural capital, governance etc. **
Deliverables
The research report includes below (key) contents: **
• Introduction about research method, tools, key informants, interviewees, etc.
• Findings and analysis of the CSO context:
• Governance issues in physical infrastructure that pertain to NRM
• Experience of CSO/CPN in addressing governance issues in infrastructure development and NRM
• Recommended issues/ priorities raised by CSOs;
• Findings and analysis about Gender equality and social inclusive answering the above questions. E.g. gender and social gaps (in policies, regulations) and analysis of the reasons, etc.
• Recommendations for mainstreaming gender equality and social inclusive in this project[1]
• Annexes: reference documents, tools, work plan, etc.

Criteria of Consultant
· Has experience in working with Civil society organization
· Has strong research and analytical skills in social science and CSOs network
· Has excellent technical knowledge on gender and inclusive development
· Ha good reporting skill
· Knowledge of or experience working in the Greater Mekong region
· Have experience in conducting GESI in USAID projects (will be preferred)
