Scope of the position
In 2018, ASF created a "Mediterranean" regional office to develop and harmonize its action in the region. One of the objectives of the Euro-Med regional office is to collect and analyses data from ASF's field action in order to influence decision-making processes at national level, but also at European level (including EU institutions and Member States).
The role of the Studies and Advocacy Responsible Euro-Med is to support the program teams in the development of thematic analyses, in consultation with ASF's Knowledge & Learning Unit, and in their translation into advocacy tools (policy briefs, studies...).
He/she identifies advocacy opportunities at the national and international level (human rights bodies and authorities, European Union, Northern Mediterranean States) and supports the teams in opening up spaces for dialogue.
Tasks
1. Support the data collection and analysis in the identified thematics
Provide methodological support to the concerned teams and partners in the development and implementation of the data collection processes;
Support the production of expert documents and their dissemination;
Carry out a permanent watch on the subjects related to the themes and identifies international spaces and opportunities for dialogue and influence;
Identify and propose potential strategic litigation and monitors it in collaboration with the relevant teams and partners;
Contribute to institutional expertise and maintains dialogue with other ASF offices that implement similar actions.
2. Design and implementation of a national and international influence strategy
Mapping actors and decision-making processes and identifying spaces and opportunities for influence on priority issues in the region (currently business and human rights; security and rule of law; migration);
Follows teams and partners in the preparation of advocacy documents;
Organizes and prepares institutional meetings between civil society actors and EU policy makers;
Contributes to visibility/communication actions
3. Network integration and external relations
Actively participate in building networks and coalitions of actors involved in the follow-up of EU-Med relations;
Participate in public conferences and meetings and the media;
Contribute in the capacity building of civil society actors in the South on International Human Rights mechanisms.
Function
The position has a regional scope and reports to the Regional Director.
The S&A Responsible has many functional relationships:
Within the regional team, he/she works closely with the Monitoring Evaluation, Accountability and Learning Expert.
At the country team level, he/she also maintains daily working relationships with the relevant program and project coordinators.
At the international level, he/she maintains functional relations with the Knowledge and Learning Unit in Brussels.
Desired profile
The ideal candidate has:
· A higher education preferably in Law, International Relations, Political sciences, etc. (Master level)
· A minimum of 5 years’ relevant professional experience in a function with responsibility in NGOs and/or Internationals Institutions, preferably in the justice and human rights sector
· Knowledge of advocacy techniques and the organization and functioning of public authorities within the region and the European Union
· Knowledge of international human rights protection mechanisms.
Other skills
· Experience and knowledge of civil society in the region
· Good understanding of development issues and rights-based approach
· Bilingual French-English (both written and spoken), knowledge of Arabic is an asset
· Excellent writing and analytical skills, and ability to synthesize
· Team player, Negotiation skills and diplomacy, rigor, flexibility, perseverance, initiative and autonomy
· Available for regular international travel.
