Context and mission
For the past ten years, the DRC has been engaged in a process of democratic transition, which has seen the implementation of numerous national and international projects to strengthen the rule of law and fight against ordinary and wartime impunity. Major efforts have been made in recent years to reform the justice system. The legislative and executive powers have provided the country, in part, with a normative framework that respects the constitution and the international agreements ratified by the DRC. In terms of access to justice, much effort and investment has been made, but the majority of the Congolese population is unaware of their rights and the possibilities for action.
Numerous studies on the state of justice in the DRC have highlighted the weaknesses of the Congolese judicial system as a whole. These analyses have laid the foundations for a national policy and a joint strategy between donors and the Congolese government, aimed at proposing joint actions to strengthen the sector.
In order to contribute to meeting the priorities of the context, ASF is developing programs aimed at
Improving access to justice for vulnerable populations, particularly through support for alternative dispute resolution mechanisms;
Strengthening the capacity of lawyers, bar associations and civil society organizations in order to reinforce the mechanisms of access to justice organized by them;
Fighting against impunity for international crimes and manifest human rights violations (in particular through legal assistance to victims, training of legal actors, and supervision of NGOs promoting human rights);
Fighting against the massive use of abusive detention;
Contributing to the legal protection of human rights defenders;
Contributing to transparency in the management of natural resources.
The team consists of 13 people, divided between the coordination office in Kinshasa and the decentralized offices in Goma and Matadi. As the mission develops, by 2022 the team is expected to have grown to around 25 people.
Position and responsibilities
As a Country Director, you will determine, in conjunction with the Director General, the operational strategy of ASF in the DRC in line with the vision of the organization and the objectives defined in the ASF Strategic Plan. You are responsible for the proper management of existing projects and the development of new programs through an analysis of the context, needs and funding opportunities. You are also responsible for the administrative and financial management of ASF DRC, including the management and security of the human resources under your supervision.
Tasks
v Program Development: you conduct context and stakeholder analysis; you identify priorities and needs as well as funding opportunities; you negotiate future programs with partners and donors; you ensure the inclusion of the gender dimension in ASF's actions; you supervise the drafting of project proposals; you ensure present and future financial coverage of your mission.
v Representation and visibility: you represent ASF to national authorities and donors in order to raise awareness of the association's capacity for action; you ensure that ASF participates in relevant coordination meetings; you position ASF as a central actor on justice and human rights issues; you coordinate visibility initiatives of your mission (media relations, ASF publications).
v Team management/HR: you will lead and supervise the mission team; you will ensure that job planning is carried out.
v Program management: you will ensure that ASF's projects are properly implemented, in particular that the timetable, budget and objectives are respected, and that relations based on co-construction and co-action are developed with project partners.
v Administrative, financial and logistical management: you ensure the administrative, financial and logistical management of the mission in accordance with ASF and donor procedures as well as national regulations; you ensure that all expenditures are covered by authorized funding.
v Integrity: as a member of the ethics committee, you ensure, in collaboration with your team and the ASF Integrity Officer, that the integrity policy is implemented in the country, known and followed by the teams, our partners and beneficiaries.
v Risk and security management: you will identify, monitor and deal with country risks; you will ensure that security measures exist, are updated, known and applied by all; you will ensure that incidents are reported and analyzed.
