Scope of the position
The Research and Learning Manager is a specialist in Justice and Rule of Law, responsible to develop and implement the learning strategy in Eastern Africa. This includes to develop, consolidate and disseminate the thematic, technical and practical knowledge necessary to the realization of ASF’s strategic objectives at regional and country levels. The learning strategy is deployed through research processes, as well as support to Monitoring and Evaluation (M&E) systems, and any other form of learning.
Key responsibilities and tasks
(1) Research & Publications: in collaboration with program teams according to the priorities established annually by the programs: identify, define and implement robust research agendas across the region to support programmatic approaches; planning of research activities, development of dissemination strategies, quality control of final publications and evaluation of research impact; development of the methodology, supervision of external consultants, support to data collection and analysis, review and/or development of the research product etc;
(2) Learning: develop, consolidate and disseminate knowledge across programs to support the realization of ASF’s strategic objectives at regional and country levels; participates in the reflection for the development of multi-year strategies at both regional and country levels by contributing its expertise in Knowledge Management; disseminates the learning and knowledge management methodology in the field and provides methodological support on the evaluation and improvement of interventions; contributes to the visibility of the actions and results of the East Africa regional office and supports the implementation of the external communication strategy
(3) M&E/ Evidence: provide technical support to country-level M&E officers and teams to facilitate the development and deployment of M&E systems, capitalize lessons learnt from project implementation and feed it back into new program/project development; logical framework development, M&E tools’ development and internal reporting; the development and implementation capacity enhancement plans for country team staffs in M&E related processes;
(4) Accountability: oversees accountability on donor-funded project, through support to country teams in compiling results and indicators; ensures the accurate reporting of results for program activities and that programs align with ASF and donors’ quality standards
The Research and Learning Manager enjoys a high level of autonomy in his/her work. He/she is expected to own the learning strategy and its articulation within regional, country and thematic strategies.
The Learning & Research Manager reports to the Regional Director, and entertains functional relations with the Country Directors (or their equivalent), Program Coordinators, and other members of the Knowledge & Learning Pole such as the Legal & Policy advisors in Brussels, the M&E Officers in the region, and Knowledge Managers in other ASF countries of intervention.
Profile
The ideal candidate will be a justice/rule of Law specialist, with a background in research (academic and/or field research). Command of M&E systems is a strong asset but is not the primary criteria for the position. Criteria include:
Bachelor of Arts or Master’s (or higher degree) in Social Sciences or Law
At least 5 years of relevant experience in project research and/or knowledge management in the sectors of Justice and Rule of Law
In depth understanding of research methodology, capacity building and training techniques
Understanding of monitoring and evaluation system tools and familiarity with social science research methods
Ability to work in multicultural environments
Professional experience in the African Great Lakes’ region is an asset
Languages: Fluency in spoken and written French and English is required
