SUMMARY OF POSITION

Lawyers Without Borders Canada (LWBC) is looking for a committed, dynamic, and open-minded individual who wants to contribute to access to justice initiatives that create broader change.
The AFL Coordinator is responsible for the administration and financial management of LWBC’s project(s) in Honduras. The selected candidate will participate in the development of procedures so as to satisfy the requirements of the contribution agreement between the project funder and LWBC.

PRINCIPAL RESPONSIBILITIES

  •  Responsible for setting up LWBC’s office in Tegucigalpa, including purchasing equipment, material, office furniture and vehicles;
  •  Recruit and train administrative personnel and participate in the recruitment of other staff;
  •  Responsible for maintaining accounts, client accounts, contributor accounts, and banking operations of the project on the ground;
  •  Responsible for paying salary, contracts, applying contractual rules, and social benefits paid to local employees in conformity with governmental rules in-country;
  •  Analyse and validate project costs and ensure proper bookkeeping of expenses;
  •  Produce, on a monthly basis, budget reports of the project with justifications attached;
  •  Produce, as required, other financial information required; and provide other support in relation to financial management;
  •  Ensure the project budget is followed in conformity with the contractual agreement with the project funder;
  •  Ensure the application of policies, procedures, and financial and administrative tools on the ground;
  •  Participate in the development of the management manual for the project;
  •  Responsible for administrative procedures and obligatory declarations to local authorities;
  •  Responsible for implementing the project inventory on the ground;
  •  Verify the application of financial management norms and management of procurement;
  •  Know pertinent information relative to norms, procedures, rules, and laws and other general conditions imposed by the project funder, and federal, provincial, and local government, and ensure their application; and
  •  In general, carry out other related tasks that are useful or necessary for the project and/or organization.

DESIRED SKILLS AND APTITUDES

  • University degree in a relevant field (finance, administration, accounting, etc.) or a combination of equivalent study, training, and professional experience;
  •  At least five years of experience in a project financial management position in international development, on the ground;
  • Capacity to work with multiple actors and partners in a fragile security environment, with strong networking abilities;
  •  Highly motivated, with a strong sense of international solidarity and support for LWBC’s values and mission;
  •  Aptitude for teamwork in a multidisciplinary context, with interpersonal intelligence, strategic vision, and political awareness;
  •  Ability to work independently and with a flexible schedule, sometimes under pressure, and to travel as necessary;
  •  Excellent oral and written communication ability in Spanish, and in either French or English
  •  Experience or skills with respect to relationships with funders –governmental, institutional, or private- in international development, preferably with Canadian funders;
  • Competency with office technology, in particular word processing, email, Internet, and databases.

Other valued characteristics

  •  Knowledge of human rights;
  •  Competency in spoken and written French;
  • Work experience in Honduras;
  •  Knowledge of human rights, justice, and women’s issues in Honduras;
  •  Knowledge of the history; political, economic, legal situation; and social conditions of Honduras, along with a strong understanding of civil society actors working in the human rights field in Honduras.

SECURITY

The security of employees and all project collaborators is a priority for LWBC. Security measures and protocols are applied for local personnel, expatriates, volunteers, and personnel on short-term missions. The chosen candidate will be trained on security measures and must be committed to respecting all security measures and protocols.
