Avocats Sans Frontiè**res (ASF)**
ASF is an international non-governmental organization founded in 1992. Its mission is to contribute to the creation of fair and equitable societies, in which the law and its institutions serve society’s most vulnerable groups. ASF has permanent missions in Burundi, Morocco, Uganda, the Central African Republic, the Democratic Republic of Congo, Chad and Tunisia. It also implements transnational projects in international criminal justice, protection of human rights defenders and access to economic and social rights, working closely with lawyers and civil society organisations.
Context
Access to justice continues to be a serious challenge for Zambians, and hampers the socio-economic development of the population and often violates the human and democratic rights of citizens. Some of the challenges on the ground include long distances between people and the courts, that people do not know their rights and have no access to legal information or affordable legal assistance. Legal norms are often unclear because of legal pluralism competing for application, leading to further legal uncertainty and potential corruption and abuse by powerful groups. Vulnerable groups such as women, suffer the most from this situation and are regularly subject to discrimination, gender based violence and social norms that disadvantage them. Problems with access to justice at the policy and practice level as well as the specific challenges that these present to women, will be the central feature of ASF’s activities in Zambia.
Duties and responsibilities
In the context of the set-up of a new mission, the Country Director contributes to defining ASF’s strategy in Zambia in line with the vision of the organization and the defined objectives in the Strategic Plan of ASF.
She/he is responsible for the development of current and future programs by analysing the context, the needs and the opportunities for funding as well as the efficient management of already financed projects. She/he plays an important role in representing ASF and insuring its visibility as well as its activities in Zambia. Finally, she/he is responsible for the administrative and financial management of the mission.
Under the supervision of the Strategic Coordinator based at headquarters, the Country Director carries out the following responsibilities:
- Opening of the mission: supervise all the activities linked to the opening of the mission (registration, office location, electricity, insurance, security plan, staff recruitment etc) in collaboration with the Administration, Logistic and Security Coordinator.
- Program Development: lead the analysis of the context, players and stakeholders; identify priorities and needs as well as funding opportunities; negotiate future programs with partners and donors; participate in the drafting of project proposals; ensure good present and future financial coverage present of the mission.
- Performance and visibility: represent ASF towards national authorities and key actors (Bar, civil society) as well as donors in order to publicize the strategies and objectives of the association; ensure that ASF participates in relevant coordination meetings.
- Team management/HR: lead and supervise the mission’s team.
- Program management: ensure the proper implementation of ASF projects, especially compliance with the implementation schedule and budget as well as achieving objectives.
- Administrative, financial and logistics management: ensure the efficient administrative, financial and logistical management of the mission in compliance with ASF procedures, donor and national regulations; ensure that every expenditure is covered by authorised funding.
- Security: ensure that security measures exist, are up-to-date, known to all and respected by all; ensure that security incidents are reported to headquarters to be analysed.
Requirements
5 years relevant experience in a position of responsibility in a NGO or international organization
Work experience in developing countries
Work experience in project management and development
Work experience in the legal sector
Master’s degree in law
Good team management skills
Fluency in written and spoken English; French is an asset
Excellent drafting and analytical skills
Good computer skills (Word, Excel, Outlook, etc.)
Rigor, patience, perseverance and a sense of diplomacy and negotiation
Flexibility and a capacity to manage stress
Driver’s license
Conditions
1 year contract
Gross monthly salary between €2421,7 and € 2961,8 according to our salary grid
Expatriation allowance
Fixed monthly housing allowance + a settling-in allowance
Repatriation insurance funded by ASF
25 days of paid annual leave
A round trip plane ticket to join the mission at the start of the contract and return to the country of origin at the end of the contract. In case of a yearlong contract, one round trip ticket toward the country of origin of the expatriate after the first 6 months of the contract
